## Abstract
The paper ‘Exploring the possibilities of OER in improving the effectiveness of higher education and promoting lifelong learning’, attempts to study the reach and future possibilities of the MOOC created as a part of the OE4BW mentoring programme - 2019 and Eduscope - 2020. With initiatives like SWAYAM, NPTEL and other learning platforms, there is a widespread awareness and acceptability for MOOC in Indian context. Being a large country with unsatiated hunger for learning, be it subject specific or general content, open online courses are much needed, particularly due to the low/no cost accessibility - with cost involving minimum data charges. The instructional design could vary depending on the nature of the content and the diverse target groups. The study focuses on exploring the possibilities of availability, adaptation, reuse and role of quality in capacity building of educators and learners having an access to low cost / no cost MOOC. In the study data is collected from the developers as well as users of the MOOC. Study with respect to developers emphasises on changing role of educators to facilitators of learning, workload shifting from creation to curation and interaction with students through various media and how the technical challenges were handled. With regard to the users of the OER, data focuses on the personal, socio-demographic details of the users, their learning environments, adaptation of the material for different purposes and ways and contexts for sharing these OE materials.
