I’m looking for suggestions on where to submit a paper and would appreciate the community’s input.
The paper is not experimental and does not report empirical results. It presents an open architecture for building adaptive courses, designed so that educators without programming skills can create them.
The architecture uses AI at two stages:

Development mode: AI assists the teacher while designing and authoring the course.

Runtime mode: AI adapts the course to each student in real time as they progress through their learning path.
This is not a commercial product but an architectural proposal. It is fully documented, the source code is openly available on GitHub, and a working implementation is already in use by students. I believe the architecture could serve as the foundation for a broader open educational ecosystem of AI-powered adaptive courses.

Is a contribution of this kind (a design/architecture paper with a real-world implementation but no formal evaluation) suitable for publication?
