Where are we with OE in Europe?

Dear colleagues,

SPARC Europe and the European Network of Open Education Librarians (ENOEL) seek to gain more insights into open education (OE) policy and practices within academic libraries, teaching and learning centres and other academic support units of Higher Education in Europe via a new survey. Many of you contributed in previous years, and we would like to thank you again for your valuable input.

In 2026, we will focus on exploring the institutional dimension of open education: to better understand how deeply it is embedded within our institutions, and how it is being supported, resourced and recognised.

Who is the best person to complete the survey? The main person responsible for open education in your library or elsewhere in your institution. If your institution has a Teaching and Learning Centre that is working closely on open education, or any other department, they are invited to complete it as well.

The survey should take about 15–20 minutes to complete.

The survey deadline is Monday, 20 July 2026.

We look forward to sharing the results with the community later this year. The quality and usefulness of these findings depend on the breadth of responses – so we encourage you to share this email with colleagues and on social media with #OESurvey as a hashtag.
