Measuring the impact of OER

Dear all, here is a question that I have in my mind:- All OER enthusiasts, advocates are trying to make sure to make academicians understand the concept of Open Education, OER, Open Licenses, but

  1. Are we focusing on the impact of OER developed?
  2. Currently are there any assessment strategies that institutions are using/following to measure the pedagogical effectiveness of OER? or
  3. What kind of impact that the OER developed is creating in the institution to improve learners learning experience. - How this is measured?

Please share your views, experiences and practices.

Definitely I would want to work towards not only advocating about OER but would like to focus on creating awareness about measures to take and assess the impact and effectiveness of OER created.
