Do you have questions where the openness of a resource is not exactly clear? Maybe it’s the case of content remixed from differently licensed sources, but there is a matrix to help sort those situations. Perhaps it’s the case of the monkey selfie? that Wikipedia’s definition of public domain applied to an AI generated image in that article is declared:

This file is in the public domain because, as the work of a computer algorithm or artificial intelligence , it has no human author in whom copyright is vested.
