We will present a model that focuses on OER literacy from the initial training levels of Uruguayan teachers to achieve the goal of long-term sustainability.

The Training Department of Plan Ceibal and the Academic Unit of Educational Technology (Education Training Council of Uruguay) have established ties for the construction of a sustainable model (Recommendation iv) for OE literacy, OER creation and continuous publication, in Public Education through:

- the inclusion of basic literacy in open education and OER in Teacher Training (redreauy.org).

- the encouragement and support for the creation of teaching communities of practice with a focus on open education.

- a Postgraduate degree in open educational practices certified by the Education Training Council.

- activities to stimulate the creation and publication of REA as workshops, webinars and "OER Creaton".

This ecosystem feeds the production and continuous renewal of resources in the Repository of Open Educational Resources of the Ceibal Plan (rea.ceibal.edu.uy) and also other national repositories.
